What is the Gellibrand SCP? 


The 2019 Gellibrand Stronger Communities Programme offers grants of between $2,500 and $20,000 to community organisations and local governments for small capital projects that improve community participation and contribute to the vibrancy of our community in Melbourne’s West. To be eligible for a SCP grant, applicants are required to match SCP grants in cash or in-kind on at least a dollar for dollar basis. 

Up to $150,000 will be allocated to projects within Gellibrand on the advice of a community consultation committee who will review all applications. Successful applications are then submitted to the Government for review and final sign off.

Examples of successful applications in previous rounds of the SCP in Gellibrand include:

  • $2,700 for the Altona Bay Basketball Association for iPads to conduct electronic scoring;
  • $20,000 for a local community group to remove asbestos from their premises;
  • $20,000 for the Yarraville Glory Football Club to upgrade their storage facilities;
  • $14,000 for the Snuff Puppets to build new puppets for their Garden of Sorrows installation.


Key eligibility criteria


      • incorporated associations, such as
        • Police and Citizen Youth Clubs
        • child care centres
        • surf clubs
        • local aged care bodies
        • Parents and Citizens, Parents and Friends groups and equivalent bodies
        • local rural fire services
        • local state emergency services
      • non-distributing co-operatives
      • companies limited by a guarantee
      • indigenous not for profit corporations
      • religious organisations incorporated under legislation
    • an incorporated trustee on behalf of a trust with responsibility for a community asset or property. You will be required to provide relevant trust documents.
    • a local governing body as defined by the Local Government (Financial Assistance) Act 1995

Raising matching funds can be a challenge for any organisation, but my office is here to help you and to support you in meeting this program requirement (for example past applicants have successfully used crowdfunding campaigns to raise in-kind contributions for this program).


What is the process? 

After organisations have made an application, all applications will be considered by the Gellibrand Stronger Communities Selection Committee. 

Organisations will be informed of the outcome by mid-September.

Successful applicants will then be invited to apply for final funding approval. 


How to apply? 

Applications can be completed in the form below and are open now until 5 pm Thursday 26 September, 2019. 

We encourage you to put as much detail in your application (up to the suggested limit) as possible. 


In addition to the below application, we ask all organisations send us

  1. A copy of a project plan
  2. Evidence of matched funds or matched in-kind donations. (Bank statement, fundraising plan or a document which outlines in-kind donations to be made) 

The supporting documents can be sent to with the subject heading “SCP 2019 – [ORGANISATION NAME] Supporting Documents”  by the application closing date.
